Road rehabilitation works

The City makes every effort to minimise the impacts of the road works, however some impacts are unavoidable. Potential impacts can include:

• Limited road access to local residents during the hours of 7am-5pm
• Traffic detours
• Noise, dust and vibration from construction
• Damage to verges and garden beds
• Limited property access during the laying of asphalt
• Limited access to verge or on street parking during the works period.

Some of the measures that are taken include:

• Implementation of Traffic Management Plans for all road works, and Noise Management Plans for night works
• Traffic detours to help residents and road users navigate through road closures
• Clear and timely communication with residents to give as much notice about the road works as possible
• Working with property and business owners to minimise the disruption and impact on access to their properties and/or businesses, depending on the nature of the works.

Temporary lane closures and detours will be in place during the road works. Should you need to enter or exit your property while the works are in progress, please speak to the traffic controllers who will direct you through the work area. For the safety of road users and personnel, please follow signage and take care when driving in the area.

Installation of new kerbs can cause some disruption to verges. When a verge is impacted, clean sand will be placed behind the new kerbing to allow the grass to grow back. A City officer may contact affected residents in advance who have established garden beds on their verge to discuss the opportunity to salvage any vegetation before the work commences; otherwise, any excavated material will be disposed of by the City.

When road works involve the removal and replacement of kerbing, any reticulation on the kerb line will be temporarily cut, capped and relocated away from the kerb. Upon completion of the works, the reticulation will be reinstated. Please test your reticulation within two weeks and notify the City as soon as possible if there are any issues.

The City is responsible for all reinstatement works and will not accept responsibility or provide reimbursement for other repairs or reinstatements carried out by third parties. After the two week period, the City may not take responsibility for repairs.

Once the top layer of asphalt is laid, the installation of line marking can take place. However, this may take up to a month or more to complete as the responsibility for line marking is shared between the City and Main Roads WA.

Some businesses may be affected by the works. When possible, the City will make every effort to minimise the disruption to the business, for example, by organising works at a more convenient time for the business.

No, crossovers cannot be upgraded as part of the road works. Crossovers (the part of the driveway from the front property to the kerb line) are the responsibility of the property owner, and in most cases, the City is not involved in their construction or maintenance. Property owners wishing to upgrade their crossover must apply to the City first, to ensure the proposed crossover meets the City’s standards. Some road works are required to be undertaken out of hours due to the site constraints most typically relating to high traffic demand of a given road. Conducting the works at night prevents congestion of the surrounding road network and helps keep road workers safe. A site-specific Noise Management Plan is developed for works undertaken at night in order to minimise the impact on the surrounding community.
