Strategic Community Plan
The Strategic Community Plan 2021-2031 (SCP) is the overarching plan to guide the City of South Perth over the next 10 years. The SCP is broad with a long-term focus and strong emphasis on the community’s aspirations, priorities and vision for the future.
The City monitors and reviews the progress of the SCP via the Corporate Business Plan (CBP) and Annual Report. Every two years a desktop (minor) review of the SCP is conducted with a more comprehensive (major) review every four years. The most recent review was a minor review which was endorsed by Council in April 2024.
The SCP 2021-2031 builds on previous versions of the SCP (2017-2027 and 2013-2023). In consideration of the feedback received from the community and stakeholders as part of the last major review process, the priorities and aspirations remain grouped into four broad categories to form the strategic directions:
Community: Our diverse community is inclusive, safe, connected and engaged
Economy: A thriving City activated by attractions and opportunities that encourage investment and economic development
Environment (Built and Natural): Sustainable, liveable, diverse and welcoming neighbourhoods that respect and value the natural and built environment
Leadership: A local government that is receptive and proactive in meeting the needs of our community
The community's vision has remained unchanged from the 2017-2027 SCP - 'A City of active places and beautiful spaces. A connected community with easily accessible, vibrant neighbourhoods and a unique, sustainable natural environment'

Minor review of Strategic Community Plan complete
On 23 April 2024, following the completion of a minor review, Council adopted a revised Strategic Community Plan 2021-2031, the guiding document for the City and community over the next 10 years.
