South Perth and Hurlingham Project Area

Underground Power has been delivered to the South Perth and Hurlingham areas through the Retrospective Undergrounding Project (RUP). This project replaced overhead power lines with underground power infrastructure, supporting the City's long-term vision to provide underground power across all suburbs. The RUP is a partnership between the City and Western Power.

Construction in the South Perth and Hurlingham project areas commenced in October 2022 and was completed in July 2025. Works were delivered in four stages, including property and street services installations, network changeover and the removal of overhead poles and wires. 

The South Perth project area was initially assessed for underground power in 2017 under Round Six of the State Underground Power Program (SUPP). Hurlingham was not eligible for SUPP funding due to having fewer than 500 properties, the minimum requirement. To ensure the area was included, the City instead nominated Hurlingham for a RUP, which has more flexible eligibility criteria.

In 2020, Western Power finalised cost estimates for both areas and determined that combining South Perth and Hurlingham into a single RUP project was the most effective delivery approach.
