A safe active street is a bike route on a quiet local street, where speeds have been reduced to 30 km/h to allow for a safer shared street space for people of all ages and abilities who are riding a bike or walking, as well as for people driving. Safe active streets are designed to create safe, comfortable and welcoming environments for everyone using the space.
The following road works will be carried out:
- Road resurfacing in red asphalt on Pether Road, Godwin Avenue and Davilak Crescent
- Construction of raised intersections at all intersections (except roundabouts) along Pether Road and Godwin Avenue
- Installation of speed humps along Canavan Crescent on the approach to the roundabouts at Pether Road and Godwin Avenue
- Installation of speed humps on Ley Street and Davilak Street on the approaches to the roundabout
- Installation of three single lane slow points along Davilak Crescent
- Possible removal and replacement of kerbing and footpath, which may impact reticulation
- Upgrading selected drainage infrastructure
- Road resurfacing on Forward Street, including kerb and drainage works.
Forward Street has been identified as requiring rehabilitation. As the City is already going to be working nearby to construct the safe active streets on Pether Road, Godwin Avenue and Davilak Crescent, the Forward Street works will be carried out at the same time.
The City makes every effort to minimise the impacts of the road works, however some disruption are unavoidable. Potential impacts include:
- Restrictions to property access during the road works
The City aims to maintain access as much as possible, though at times access to your property may be limited, particularly whilst the asphalt resurfacing is occurring. The contractor will notify affected residents by letter 48 hours before the asphalt works take place and traffic management will be in place to assist access in and around the site. Driving
on freshly laid asphalt can impact the new road surface, cause delays to the works, damage vehicles and crossovers and is also a safety risk.
- Damage to reticulation
Where kerbing or footpath is being replaced, reticulation will be temporarily cut and capped along the kerb line. Upon completion of the works, the reticulation will be reinstated by the City. Please test
your reticulation within two weeks and notify the City as soon as possible if there are any issues.
The City is responsible for all reinstatement works and will not accept responsibility for other repairs or reinstatements carried out by
third parties. After the two week period, the City may not take responsibility for repairs.
- Damage to verges or garden beds
Installation of new kerbs can cause some disruption to verges. When a verge is impacted, clean sand will be placed behind the new kerbing to allow the grass to grow back. A City officer may contact
affected residents in advance who have established garden beds on their verge to discuss the opportunity to salvage any vegetation before the work commences; otherwise, any excavated material will be disposed of by the City.
Other impacts may include:
- Traffic detours
- Noise, dust and vibration from construction
- Limited access to verge or on street parking during the road works period.
The safe active streets construction is expected to take approximately 10 weeks, however, due to the staggered nature of the works, there will be periods of time where there will be no activities occurring outside your property.
Each stage of the road works will be carried out over the whole works area (i.e. Pether Road, Godwin Avenue, Davilak Crescent, and Forward Street) before moving onto the next stage. For example, the first stage is to grind away the top of the old road surface and put on the first layer of asphalt, which will be done progressively along each of the streets in the works area. Once this is complete, the same process will be followed with footpath, kerbing and drainage works. This approach is the most cost effective, and also means that disruption to your property will not be continuous throughout the 10 week period.
The contractor will notify affected residents by letter 48 hours before asphalt works take place.
Some of the measures that are being taken include:
- Implementation of Traffic Management Plans for all road works
- Traffic detours to help residents and road users navigate through road closures
- Clear and timely communication with residents to give as much notice about the road works as possible.
Road resurfacing involves replacement of the top layer of the road surface. First, the old surface is removed with a profiling machine and any necessary repairs are made to the road foundation. A layer of asphalt is spread over the road surface, which is compacted and allowed to cool.
Footpath, kerbing and drainage works are then carried out if required, generally followed by a final layer of asphalt. For safe active streets, the final layer of asphalt will be red.
Temporary lane closures and detours will be in place during the works. Should you need to enter or exit your property while the works are in progress, please speak to the traffic controllers who will direct you through the work area. For the safety of road users and personnel, please follow signage and take care when driving in the area.
Once the top layer of asphalt is laid, the installation of line marking can take place. However, this may take up to a month or more to complete as the responsibility for line marking is shared between the City and Main Roads WA.
No, crossovers cannot be upgraded as part of the road works. Crossovers (the part of the driveway from the front property to the kerb line) are the responsibility of the property owner, and in most cases, the City is not involved in their construction or maintenance. Property owners wishing to upgrade their crossover must apply to the City first, to ensure the proposed crossover meets the City’s standards. The City anticipates that the shared path along Manning Road between Goss Avenue and Gillon Street and the raised intersection at Henley Street will be constructed within the 2023/2024 financial year. The City will send a separate letter to the affected residents once the construction dates have been finalised.
