New inclusive facilities coming to Collier Reserve and Neil McDougall Park

Construction will soon begin on two projects in Como to improve accessibility and inclusion across the City: all-gender changerooms at Collier Reserve and a Changing Places facility at Neil McDougall Park. Tenders for the projects, included in the City’s 2025/26 Capital Works budget, were awarded at the City of South Perth Ordinary Council Meeting on 4 March 2026. 

At Collier Reserve, a new changeroom building will be constructed next to Collier Pavilion. Made possible through funding provided by the Department of Health and Aged Care, the project will create a welcoming and accessible space for everyone while supporting greater female participation in sport at all levels. It forms part of a broader set of projects across the City funded with $5 million from the Department and will complement the City’s existing all-gender changerooms at John McGrath Pavillion, James Miller Oval and Bill Grayden Pavillion.  

The facility will include team changerooms, an umpire room with ensuites, showers and toilets and a Universal Access Toilet for people using wheelchairs, parents with prams and those with mobility needs. Features such as enclosed cubicles instead of urinals, accessible power points and a fold-away baby change table will help meet female sporting participation requirements and enable new women’s competitions in the local area.   

At Neil McDougall Park, the City will replace the ageing toilet block with a new public facility featuring four individual cubicles (two male and two female), a Universal Access Toilet with a baby change table and an external handwashing trough. Additional amenities will include outdoor seating, bike racks and an upgraded drinking fountain with a pet bowl. 

The project will also deliver a Changing Places facility for people living with disability who are unable to use standard accessible toilets. It will include an adjustable adult change table, ceiling-mounted hoist, centrally located toilet with privacy screen and sufficient space for a user, two carers and a wheelchair. 

Once complete, Neil McDougall will be the City’s second Changing Places facility, alongside the newly built one at Coode Street foreshore. The project, supported by over $110,000 in grant funding from the Department of Communities, aligns with the City’s Access and Inclusion Plan and responds to community feedback calling for high-quality accessible public toilets. 

Construction on both projects is expected to start in April and finish by September 2026. Temporary toilets will be available at Neil McDougall Park during this time. Further updates will be provided on the City’s website
