City of South Perth Annual Report 2024/25 adopted by Council

The City of South Perth Council has formally adopted the Annual Report for 2024/25 at its December Council meeting, highlighting strong financial performance, community achievements, and key projects delivered over the financial year. 

Mayor Greg Milner said the report reflected the hard work of the City in achieving the community’s aspirations outlined in the Strategic Community Plan 2021-2031. 

“The Annual Report demonstrates the City’s commitment to delivering strong financial management, improving community facilities, protecting the environment, and providing responsive leadership,” Mayor Milner said. 

“By balancing ambition with financial responsibility, we've delivered meaningful projects and services for our community. 

“We continue to focus on building a resilient, engaged, and vibrant City for all who live, work and visit here.” 

From waste projects and community events to road and park upgrades, the 2024/25 Annual Report highlights include the following achievements: 

  • The City generated its third consecutive operating surplus ($5.9m) in 2024/25, after delivering the City’s first operating surplus in eight years in 2022/23. 
  • A modest rates increase of 3.4%, equal to the prevailing rate of inflation (March 2025), keeping the City’s rates movements either at or below inflation for the sixth consecutive year. 
  • Opened the new Manning Bike Track, offering a pump track and jump track for all ages and abilities. 
  • Delivered a vibrant program of cultural and civic events, including South Perth Sounds, Southside Summer, NAIDOC Week, and Remembrance Day services. 
  • Developed two new enclosed dog parks and upgraded public toilets at Comer Reserve. 
  • Enhanced public spaces with decorative lighting and installed a new footbridge at Lake Douglas. 
  • Updated the Local Heritage Survey to preserve culturally significant sites. 
  • Developed the Karawara Pedestrian and Cycle Access Plan to improve connectivity and safety. 
  • Commenced waste-to-energy delivery to the Kwinana Energy Recovery Facility, reducing landfill use. 
  • Introduced a 40km/h speed limit on the South Perth Peninsula to improve road safety. 
  • Endorsed the $19.8 million redevelopment of Collier Park Golf Course. 
  • Engaged the community on the Urban Greening Strategy and adopted revised animal management laws. 
The Annual Report will be presented at the annual Electors’ General Meeting to be held in February 2026.
