South Perth Station Precinct Plan
Journalist's statement: The South Perth Train Station is a proposal to redevelop the commercial, retail and residential area. The City of South Perth is now intending to amend its town planning scheme to put guidelines and controls in place to allow the new development and ensure it is high quality, visually appealing and respects the existing character and history of the area. But a group of affected residents are in the midst of forming an action group, opposing the plans, believing the plans are "too commercial" and the precinct can't sustain the redevelopment.

This proposed Amendment No. 25 to the City’s Town Planning Scheme No. 6 represents the third stage of a long-running study of the precinct surrounding a possible future train station near Richardson Street, South Perth. The study, undertaken by consultants on behalf of the City of South Perth, Western Australian Planning Commission (WAPC) and the Department of Planning, commenced in 2006. The objective of Stage 1 of the study was to engage with the South Perth community to gain an appreciation of their vision for this precinct. Stage 1 concluded in April 2007. Stage 2 examined various design options for the area. The South Perth Station Precinct Plan was endorsed by the City of South Perth and the WAPC towards the end of 2010, as the basis for a Town Planning Scheme amendment. Both stages 1 and 2 involved extensive community engagement and publicity and reflect the majority view. The proposed Amendment No. 25 will involve further community consultation at two stages, both before and after draft statutory Scheme provisions have been prepared.

Does the redevelopment have community support? Is the City aware of a formation of an action group?
The South Perth Station Precinct Study is a strategic planning study, which commenced in 2006 and was completed towards the end of 2010. That study led to the proposed Amendment No. 25 to the City's Town Planning Scheme No. 6 (TPS6), which is currently open for preliminary comment. There will be another opportunity for comment at a later stage of the Scheme Amendment process. During the course of the South Perth Station Precinct Study, those landowners who attended two public forums broadly supported the proposals and it was on this basis that the Council resolved to proceed to this stage of advertising the TPS No25 proposal. There has already been significant community participation in the development of the study to this stage.
At the current preliminary stage, all landowners in the precinct and other stakeholders have been invited to submit comments on the proposed Amendment No. 25 until 30 March 2011. The Council will consider any comments received before deciding whether to initiate the Scheme Amendment process and if so, whether to modify the current proposals. The outcome of the current community consultation and the later consultation on the draft Scheme Amendment text will demonstrate the level of support within the community.
The City has not been advised of a formation of an action group. However, an anonymous flyer has been received by the City expressing certain concerns about the Amendment No. 25 proposals.
Is the redevelopment "too commercialised"? Can the precinct sustain the redevelopment? Will it be able to cope with an influx of people, parking, etc.?
The South Perth Station Precinct is the area within a notional 800-metre walking catchment from the train station proposed to be constructed near Richardson Street. In the vicinity of 'transit' nodes of this kind, "Transit Oriented Development" is being encouraged by the Western Australian Planning Commission (WAPC) and ‘Directions 2031 and Beyond’ is supported by the City. The South Perth Station Precinct Study was undertaken by the City in conjunction with the WAPC and involved community participation at key stages. The purpose of the study has always been to facilitate development in the precinct in a way that will maximise patronage for the proposed station principally as a 'destination' station.
The provisions of the proposed Amendment No. 25 to TPS6 have been formulated to give effect to the objectives of the South Perth Station Precinct Study, by encouraging a mixeduse principally commercial development providing employment opportunities and also some higher density residential development.
While substantial commercial expansion is being fostered, at this stage, the Council does not consider that the proposals will cause the precinct to become too commercialised. The Council's position in this regard will be reviewed progressively, in light of any community comments, which may be received.
The community visioning process engaged 2,300 people and the discussion focused on the future needs of residents such as increasing the connection between residential areas and transport nodes and also improving local employment opportunities. The City of South Perth has one of the lowest employment self-sufficiency ratios of any inner city councils.
Where does it go from here? What is the project's timeline?
The formal Town Planning Scheme Amendment process has not yet been initiated. The purpose of the preliminary community consultation currently being undertaken is to test community opinion on the main concepts being considered for inclusion in the Scheme Amendment. It is the first of two consultation processes to be undertaken in relation to the proposed Amendment No. 25. The Council will consider any comments received before deciding whether to initiate the Scheme Amendment process and if so, whether to modify the current proposals. The second consultation process will be undertaken after the draft Amendment provisions have been endorsed by the Council. The proposals will be further modified, as appropriate, in response to any further submissions received. The Council will then forward its recommendations to the WAPC and the Minister for Planning for a final decision.
