RAF Business Case peer review

Council endorsed the Recreation and Aquatic Facility (RAF) Business Case documents - the Project Definition Plan and the Operational Feasibility Report - at the November 2020 Council meeting, subject to an independent review. 

In January 2021 the City engaged financial consultants Deloitte, in conjunction with industry expert WGC, to undertake the Peer Review. 

The review has been completed and the findings presented to Council. The review found that there are no ‘fundamental barriers’ to the RAF project progressing to the next stage. 

Council will consider whether to endorse the findings of the Peer Review at the Special Council Meeting on 15 March 2021. The Peer Review is commercial in confidence, however, the City has agreed with Deloitte that at summary of the review findings can be publicly released and can be viewed here - RAF peer review summary report - Deloitte and WGC

The Special Council Meeting will be held to consider the item concerning the RAF that was deferred from the February 2021 Ordinary Council Meeting and to receive any reviews on the Recreation and Aquatic Facility Business Case.

The Business Plan is a statutory requirement of the Local Government Act 1995 and must be approved by Council so that the City can work towards securing the remaining funding for the RAF project.
