Road Reserve Access Bonds

Media Response 8 May 2017

Journalist’s background: The Community News Group is asking councils around Perth these questions. Could I get a response before COB on Monday, May 8?

Please attribute the following quotes to City of South Perth CEO Geoff Glass.

Does the council require a kerb security deposit before granting a licence to build/renovate and if so how much is it?
The City of South Perth requires a Road Reserve Access Bond before granting a license to build or renovate. The bond covers the road reserve including verge lawns opposite and adjacent the building site, street trees, paths, kerbs, drainage structures and the pavement itself.

The bond is refundable provided there is no damage to City property.

The Road Reserve Access Bonds are as follows:

DESCRIPTION APPLICABLE TO  CONDITION   GST  COST
Single House - Minor Works less than $12,000  All Applicants Refundable provided there is no damage to City property.  Excluding  $500
Single House - Works greater than $12,000   All Applicants  Refundable provided there is no damage to City property.  Excluding  $2,200
Up to 3 Grouped Dwellings or Single House on Corner Lot  All Applicants Refundable provided there is no damage to City property.  Excluding  $3,000
More than 3 Grouped Dwellings or Commercial Developments   All Applicants Refundable provided there is no damage to City property.  Excluding

How much money in kerb security deposits is the council currently holding?

As of 30 April 2017 the City holds $849,000 in Road Reserve Access Bonds.

How much of that money has the council held for 24 months or longer?
The City has held $102,000 for 24 months or longer.  These builders/property owners have been sent three reminder letters.

Does the council provide reminders to people that have made deposits but have not applied for a refund? If so, how does the reminder system work? If no reminder is provided, why not?
Yes, the City sends letters to builders/property owners who have not requested a refund of the Road Reserve Access Bond. The reminder letters for any bonds not claimed are sent once the completion notice is received by the City or normally when an application is two years old.
