Finbar announce redesign of Civic Heart

On 14 February 2017, the City of South Perth was informed that Finbar Group Limited had decided to discontinue marketing the Civic Heart project in South Perth in its approved form.

The developer has announced that it will redesign the project taking into account Town Planning Scheme Amendment No. 46 ‘South Perth Station Precinct’ which will soon come into operational effect following its publication in the Government Gazette. The City recognises that this is a commercial decision by Finbar Group Limited and will continue to work with the developer to ensure that it delivers a landmark building for this important site in the heart of South Perth.

The City recommended approval of the original proposed 38 storey development and it was subsequently approved by the Joint Development Assessment Panel in 2015.
The Civic Heart site was purchased by Finbar in 2014 and is bounded by Mends Street, Labouchere Road and Mill Point Road in the strategic heart of South Perth. 
The unqiue site is located at the gateway to South Perth and is adjacent to the Mends Street retail, café and restaurant precinct and only a short walk to the South Perth foreshore.

“We will encourage Finbar to deliver a development that is in accordance with the City’s planning framework, meets the changing needs of the local apartment, office and retail market, and which meets the original aspirations for the site, to create a landmark and vibrant mixed use ‘civic heart’ for the South Perth community, incorporating attractive retail, residential, commercial and local public amenities,” City of South Perth Mayor Sue Doherty said.

The City understands the new project will be announced by Finbar in the coming months and the developer anticipates that the project will be completed prior to the date in which Civic Heart would have been completed in its original form.

The City believes that if Finbar delivers a landmark building within the original project timeframe that is a positive outcome for the local community of, and visitors to, South Perth now and into the future.
