Manning Road on-ramp

Does the City see the need for a freeway south on-ramp from Manning Road? Why?
The City of South Perth has long advocated the need for a southbound on-ramp from Manning Road to the Kwinana Freeway to be constructed as a major priority.
The proposed on-ramp will greatly benefit residents of the City and the wider community through improved connectivity and accessibility to the Kwinana Freeway, improved commuter travel times, reduced traffic congestion at Canning Bridge interchange and Canning Highway, and improved safety for motorists using the regional and local road system.
What has the City done in the past in regards to having this project implemented? How long for?
In 2010, the City prepared a study brief for a consultant to undertake a feasibility assessment and business case for the construction of the Manning Road southbound on-ramp to the Kwinana Freeway.
The project was subsequently deferred as the State Government indicated Main Roads Western Australia (MRWA) was proposing to undertake investigations in planning and design into the future provision of the on-ramp.
The implied construction has been identified as a requirement with its inclusion on the Metropolitan Regional Scheme (MRS) drawings.
The City is unaware of the current status of the MRWA priority of the works for funding. The City was advised by the Minister for Transport in February 2012 that the business case had been presented to Government and that funding was being considered for 2012/13.
Unfortunately, no funding was allocated in the 2012/13 budget.
What is the estimated cost?
The City has estimated the cost of the proposed Manning Road southbound on-ramp to the Kwinana Freeway to be from $10 million to $18 million. The estimated cost is heavily influenced by the extent of land resumption required to accommodate the on-ramp. The longer the project is delayed, the more costly the project will be.
Will the City be responsible for any of this cost?
No. The State Government is responsible for the funding and construction of the on-ramp to the Kwinana Freeway.
What response from the community has received in regards to this project?
Emails, letters and telephone enquiries are regularly received from South Perth residents and the wider community about the urgent need for the Manning Road southbound onramp to the Kwinana Freeway to be constructed.
What is the next step for the City in regards to this particular project?
The City will continue to actively lobby the WA State Government about the urgent need to construct the Manning Road southbound on-ramp to the Kwinana Freeway.

In June 2011, the Minister for Planning, the Hon John Day MLA, endorsed the Canning Bridge Precinct Vision. The Precinct Vision is a joint collaboration between the Cities of South Perth and Melville and the Department of Planning. Throughout the process, residents within an 800m radius of Canning Bridge railway station were regularly consulted about proposed future planning and infrastructure outcomes.
The Canning Bridge Precinct Vision identifies the full upgrade of Canning Highway/Kwinana Freeway interchange including construction of a southbound onramp from Manning Road to the Kwinana Freeway. Without the Manning Road southbound on-ramp traffic congestion and delays will continue to be experienced at Canning Bridge interchange.
